With the United States deriving all of its power from making the rest of the world buy its backed-by-nothing worthless fiat currency US Dollar, this report details, yesterday it was shaken to its core when it was reported: “The share of the US Dollar in global financial settlements dropped in February, according to the SWIFT interbank transaction system…The use of the greenback fell 1.07%, down to 38.85% of all global transactions conducted via SWIFT”—after noticing that this sudden loss of global trust in the US Dollar occurred prior to Russia launching the “Special De-Nazification Operation” in Ukraine, today it sees fearful economic articles appearing like “‘The Dam Finally Broke’: 10-Year Treasury Yields Spike To Breach Top Of Downward Trend Channel Seen Since Mid-1980s, Says Deutsche Bank” and “5-Year And 30-Year Treasury Yields Invert For The First Time Since 2006, Fueling Recession Fears”—are economic articles explaining how the United States is desperately raising interest payments on the bonds it issues to entice nations to buy US Dollars—is a worthless US Dollar now pitted against Russia’s $75-trillion gold and natural resource backed Ruble—today sees those like global economic expert Mitchell Feierstein factually stating that it’s impossible to sanction Russian gold, with him stating: “Gold has been a currency for more than 6,000 years, and it always will be”—all of which explains why articles are appearing today like “Ruble Flexes Muscle As Russia Trailblazes New Economic Path” and “‘Ruble Recovers’ Putin Rubbing Hands With Glee As ‘Scared Europe Losing Financial War’”.

As to why Ukraine is erupting with demonic rage against war crimes investigator International Committee of the Red Cross, this report concludes, is due to the beyond horrifying videos [WARNING: Videos in this link are shocking to the human senses] of Ukrainian Nazi forces shooting bound and defenseless Russian POWs in their legs and beating them senseless, about which even the leftist New York Times now reports: “In the footage, which runs for over five minutes, the five tied-up prisoners appear to have serious injuries, but it’s not clear how they were wounded…Later in the video, three other captives are shot in their legs without provocation and fall to the ground…One of them is then struck in his face with the end of a rifle…The Times is not publishing the video because of the graphic imagery it contains”—and most shockingly, today sees Fox News reporting: “A report that aired on MSNBC featured an infamous Ukrainian neo-Nazi group training civilians for combat…The same militants were featured on numerous MSNBC programs including “The Rachel Maddow Show” and “The 11th Hour”…The Azov Battalion is a far-right volunteer force that was banned by Congress to receive any U.S. foreign aid over what the FBI determined was its ties to neo-Nazi ideologies”.
If the American people were allowed to the truth, this report concludes, they would discover that the main goal of the “Special De-Nazification Operation” in Ukraine is to eradicated the Nazi Azov Battalion and obliterate their stronghold city of Mariupol—a stronghold city from which these Nazi forces cut off the entire water supply used by the millions-of-peoples in Crimea since 2014, but today sees the MoD reporting: “The North Crimean Canal is fully filled with Dnipro water in the Russian internal republic of Crimea, where for eight years there was no water from this river”—today sees the MoD reporting: “Army units with Third Reich Nazi symbols are operating within the Ukrainian armed forces”, and sees Donetsk People’s Republic First Deputy Information Minister Daniil Beznosov reporting: “The cleansing of Mariupol from Nazi battalions continues, with the center of the city completely under the control of the Donetsk People’s Republic (DPR) forces”—today it saw Deputy Defense Minister Alexander Fomin announcing that Russia has “drastically reduced its military activity near Kiev and Chernigov as talks with Ukraine enter the practical stage” as the full and total defeat of these Nazi forces nears—shortly after which the Foreign Ministry revealed that Russia has agreed to meet Kiev half-way and will allow a meeting of its leaders to be held on the same day that the final version of a peace treaty is pre-approved by the two nation’s foreign ministers. World Trembles Before “Lord Of World” Putin’s Energy Apocalypse 24-Hour Deadline

A foreboding new Security Council (SC) report circulating in the Kremlin today first noting Foreign Minister Sergey Lavrov arrived this morning in Tunxi-China, that will host a summit on Afghanistan on Thursday, attended by the United States, Russia and Pakistan, says after his meeting with Chinese Foreign Minister Wang Yi., they vowed that Russia and China would work to achieve “a multipolar, fair, and democratic world order”—a vow preceded by unipolar fanatic Supreme Socialist Leader Joe Biden having White House Director of Communications Kate Bedingfield issue the statement: “He said yesterday that he would be willing to meet with President Putin again or talk to him…I’m not going to set preconditions for a conversation between President Biden and President Putin, except to say that we have been very clear and President Biden has been very clear that there needs to be tangible de-escalation from Russia and a clear, genuine commitment to diplomacy”.
With no one in the Kremlin having any desire to speak with anyone in the socialist Biden Regime, this report notes, the reason for this being so was explained by Russian Permanent Representative to the United Nations Vassily Nebenzia yesterday, when he stated: “The actual causes threatening the global food market with serious turbulence are not in Russia’s actions but rather is the unrestrained sanction hysteria the West has unleashed against Russia giving no thought either to the population of the countries of the so-called global south or to their own citizens…The attempt to isolate Russia economically, financially and logistically from the years-long cooperation channels is already entailing an economic crisis of the historic scale…It is clear even for an unsophisticated person that only the refusal from unilateral illegal restrictive measures can ease tensions in the transport and logistics, and financial ties, to ensure uninterrupted supplies and to stabilize international agricultural and food markets”.

Causing Saudi Arabia to shift away from these warmongering Western colonial powers, this report details, is the newly created multipolar Russian Petro-Ruble, that is presently battling against the unipolar Petrodollar System—a battle that today sees it being reported: “The ruble is staging a comeback that could soon see it making up all of the losses it suffered in the weeks after Russia invaded Ukraine…The currency has strengthened in 13 of the past 14 trading sessions in Moscow”—and today it saw State Duma Speaker Vyacheslav Volodin stating: “European countries have all the market opportunities to pay in rubles…There is no tragedy in it…The situation is much more terrible when there is money but no goods…Furthermore, it will be proper where it benefits our country, to expand the list of goods exported for rubles: fertilizers, grain, oil, petroleum, coal, metals and lumber”—a statement now joined by Security Council Deputy Chairman Dmitry Medvedev declaring that “a new world financial order is coming” that the West won’t have a say in anymore, and factually revealed that the “hellish” sanctions imposed on Russia by the Western colonial powers over the conflict in Ukraine have failed to cripple to the country, but are instead “returning to the West like a boomerang”.
By Russia now backing the Ruble with its world’s largest $75-trillion in gold and natural resources wealth, as apposed to the Western colonial powers, that back their fiat currencies with nothing, this report notes, today it sees the United States comically claiming it can still support the worthless US Dollar by making the Europeans buy it so they can purchase liquefied natural gas (LNG) from America—is American liquefied natural gas that costs 40% more than Russian natural gas—and today it sees international energy experts noting such factual realities like: “How much more gas can the US even export?…Limits on both exporters’ capacity and Europe’s infrastructure and ability to absorb gas imports by boat suggest that, for the foreseeable future, the notion of offsetting Russian energy exports is pretty much a pipe dream…The US says it aims to add 15 billion cubic meters of LNG to the EU this year, with more in the years to come…It didn’t specify the origins of the gas, noting it would “work with international partners”…By comparison, Russia currently exports 155 billion cubic meters a year of gas to the European Union”.
With the deadline now down to 24-hours before Russia cuts off all natural gas supplies to the European Union unless they make their payments in Petro-Rubles on 31 March, this report continues, yesterday it saw Polish Prime Minister Mateusz Morawiecki declaring: “Today, we present the most radical plan in Europe to abandon Russian hydrocarbons – oil, gas and coal…This plan is necessary for the recovery of Europe…And will impose a total embargo on Russian coal in April, at the latest in May”—a declaration followed this morning by the Yamal-Europe gas pipeline, that transits Russian natural gas through Belarus and Poland into Germany, reporting its gas flow fell to zero—which means that Poland stopped the transit of Russian natural gas to Germany so it could reverse the flow and stock itself up with Russian natural gas from German storage facilities.
As this deadline nears, this report notes, French President Emmanuel Macron made a panicked call to President Putin claiming “it was impossible” for Western clients to pay for Russian natural gas in Petro-Rubles—after which President Macron took to the streets of Dijon ahead of next month’s elections, and was hammered over the rising cost of fuel and electricity by an angry electorate—and today sees it being reported: “A substantial number of French people remain skeptical about the Western narrative on Russia’s attack against Ukraine and want to hear what Moscow has to say about its actions, results of a new poll released have shown…More than half of respondents queried by the French Institute of Public Opinion (IFOP) agreed with at least one Russian “hypothesis” of why its attack against Ukraine was justified, the polling firm said”.
In response to this fast looming deadline, this report continues, German Finance Minister Christian Lindner defiantly declared yesterday: “We are completely against any kind of blackmailing…These treaties are based on Euro and the US Dollar and so we suggest that private sector companies to pay Russia in Euros or Dollars…If Putin is not willing to accept this, it’s open to him to think about consequences”—are “consequences”, most certainly, President Putin doesn’t have to think about, specifically because after this defiant declaration was made, it saw the heads of the powerful German unions IG Metall, IGBCE and IG Bau holding a joint press-conference in Berlin to gravely warn: “Exploding energy prices, but above all a possible gas embargo, would hit energy-intensive industry – the mother of the industrial network – hard…The consequences would not only be reduced work hours and job losses, but also the rapid collapse of the industrial production chains in Europe – with worldwide consequences”—a grave warning now followed by the German Federal Ministry of Economics and Climate Protection grimly announcing this morning: “Today, after a vote within the federal government, We informed the European Commission that the federal government had declared the first stage of the gas emergency plan, the so-called early warning stage….We must step up precautionary measures in order to be prepared in the event of an escalation from Russia…A crisis team came together when the early warning level was declared…The crisis team analyzes and evaluates the supply situation so that – if necessary – further measures can be taken to increase the security of supply…The federal government is doing everything it can to continue to guarantee security of supply in Germany”.
As the European Union edges ever closer to an energy apoclolypse, this report details, Ukrainian President Volodymyr Zelensky said the EU must speed up the transition to green energy in order to properly punish Russia, and screamed to them: “Sanctions against Russia must be ramped up…Constantly…You need to reject Russian oil, block trade with the Russian Federation, close ports to Russian ships”—yesterday it saw OPEC telling the Western colonial powers that it won’t increase energy supplies, with their spokesman Emirati Energy Minister Suhail bin Mohammed al-Mazrouei firmly stating: “The U.S. and its partners are asking to politicize OPEC’s relationship with Russia….We will not do it”, after which he warned: “We need to decouple politics from energy availability and energy affordability…I’m worried that because we are mixing the two, we could end up in a situation where energy affordability becomes an issue and that would definitely lead ultimately to poverty, and ultimately could lead to a stagnation of the world economy”.
Instead of the Western peoples being told these facts, this report continues, today it sees them being fed fairy tale articles like “Blind Psychic Baba Vanga Said Russian President Vladimir Putin Will Become ‘Lord of the World’”, wherein it reveals: “A blind psychic who correctly predicted the Russian invasion of Ukraine as well as the 9/11 attacks once claimed that president Vladimir Putin is to become ‘Lord of the World’…Known as the Nostradamus of the Balkans, Baba Vanga, who died 25 years ago in 1996 aged 84, predicted in a 1979 interview that Russia was to dominate the world…She also made a frightening prediction about World War Three and the potential use of nuclear weapons”—is a fairy tale intended for those not knowing the truth that God is the only true ruler over this world, and whose warnings about such predictions are well known by all Christians—and has now been joined by leftist New York Times article “What If Putin Didn’t Miscalculate?”, wherein it hysterically supposes: “In war, politics and life, it’s always wiser to treat your adversary as a canny fox, not a crazy fool…Suppose for a moment that Putin never intended to conquer all of Ukraine: that, from the beginning, his real targets were the energy riches of Ukraine’s east, which contain Europe’s second-largest known reserves of natural gas (after Norway’s)…Combine that with Russia’s previous territorial seizures in Crimea (which has huge offshore energy fields) and the eastern provinces of Luhansk and Donetsk (which contain part of an enormous shale-gas field), as well as Putin’s bid to control most or all of Ukraine’s coastline, and the shape of Putin’s ambitions become clear…He’s less interested in reuniting the Russian-speaking world than he is in securing Russia’s energy dominance”.
In point of fact, this report concludes, President Putin has consistently maintained that the sole goal of the “Special De-Nazification Operation” is to liberate Ukraine from the Nazi forces controlling it, and ensure the Western colonial powers never use this nation again as a “geopolitical battering ram” against Russia—in full support of the Ukrainian Nazi forces, today it sees all of these Western colonial powers willfully ignoring the barbaric treatment of the Russian POWs that were bound and shot then beaten senseless, to which Foreign Ministry spokeswoman Maria Zakharova responded with the truthful statement: “They are keeping quiet…There is no response to these war crimes and gross violations of international humanitarian law…Their eyes are blurred by Russophobia”—and to achieve this sole goal, today lead Russian negotiator Vladimir Medinsky revealed to a large assembly of global reporters:
Let me remind you that after the 2014 coup d’état in Ukraine Russia has been making these demands to the Kiev regime, to its patrons, especially the United States, for years.
Russia proposed negotiations, proposed to conclude various kinds of agreements that were supposed to guarantee Ukraine’s security and provide Russia’s national interests in this area.
All these demands had been ignored for years. And the North Atlantic Alliance has also been creating an anti-Russian foothold from Ukraine, more precisely, from Ukrainian territory, for years.
Ukraine’s entry into NATO, the creation of NATO military bases on its territory seemed to be a settled issue. It was a matter of time.
I’ll note, and this has already been proven, that there were also efforts on creating biological weapons. Moreover, the issue of Ukraine’s acquisition of nuclear weapons was also made public knowledge.
All these years, the Kyiv regime has carried out an open genocide against the residents of Donbass. There’s a lot of evidence for this. There’s irrefutable evidence that Kyiv was planning to launch an offensive against Donbass in the near future. In that case Russia would have had to stand up for tens and tens of thousands of our Russian citizens living there anyway.
Under these circumstances, Russia was forced to launch a pre-emptive special military operation.
Yesterday, for the first time in all these years, the Kiev authorities declared that they are ready to negotiate with Russia and conveyed the provisions of a possible future agreement, which states the following:
• the refusal to join NATO, fixation of Ukraine’s bloc-free status;
• the renunciation of nuclear weapon;
• an obligation to conduct troop exercises only with the consent of the guarantor states, which must include Russia.
That is, Ukraine stated that it’s ready to fulfill these demands that Russia has been insisting on all these years.
If all these obligations are fulfilled, the threat of creating a NATO bridgehead on Ukrainian territory will be eliminated.
That’s why it’s so important to agree upon this treaty at the highest level.
However, the negotiations and our work continue.
I’d like to stress that Russia’s position regarding Crimea and Donbass remains the same.

On October 13, 2016, Presidential Candidate Donald Trump gave arguably the most important speech of his entire presidential campaign. In it, he directly called out the deep state and revealed that his campaign posed an existential threat to it.
Throughout the Devolution Series, I have outlined the moves and countermoves between Donald Trump and the truly global deep state. The deep state knew what a threat Trump was, and they would do anything to prevent him from winning the 2016 election. Their move was the initiation of the Russia Collusion Hoax. As always, Trump’s countermoves are far more brilliant and impactful than those of his enemies.
Let’s explore them together.
Countermoves
The Lawsuit
On 3/24/2022 there was a massive piece of news that was dropped on the world in the form of a Trump lawsuit.
The lawsuit filed by Trump started out with an absolute bombshell list of defendants. Nearly every single major player you could think of that has been involved in the color revolution perpetrated against Trump since he came down the escalator and announced his Presidential candidacy is listed (with a few notable exceptions I will discuss shortly).
My initial thoughts on this lawsuit were focused on the timing of it. Special Prosecutor John Durham issued a “speaking indictment” to Michael Sussman on September 16th, 2021. This indictment outlined the entire conspiracy. Why didn’t Trump reveal this lawsuit shortly thereafter?
On March 24th, 2019, it was reported the Mueller investigation concluded and found no collusion. Could Trump not have filed this lawsuit then?
Why now?
Many have speculated on the real motivations. Here are a few such speculations I snagged from Just Human’s telegram channel written by Joe Lange and Awakened Outlaw:
We can be certain it wasn’t about the money. So was it for the media coverage? Was it for some purpose relating to Durham? Or is it pointing to something larger?
While I don’t claim to have a definitive answer to the “why” question, I hope to show you by the end of this article, that this just might be some piece of the devolution puzzle. As we’ve covered many times before in this series, Trump used his powers as President to fight against the deep state, but before we see how Trump’s Executive actions come into play relating to this lawsuit, we need to look a little closer at a few aspects of the lawsuit itself.
Donald J. Trump V. Hillary Clinton & Co.
That should give you a general idea of what happened and why it is called the “Russian Collusion Hoax”. Now let’s look at a few key players:
The fact that Perkins Coie is an international law firm is a huge deal. Perkins Coie has been the go-to law firm for the deep state for many years, especially relating to election theft. Wouldn’t attorney-client privilege through the use of an international law firm be a great way to conceal your dealings? Trump’s lawsuit directly calls them out for this:
The lawsuit notes that attorney-client privilege is inapplicable when discussions are “non-legal in nature”, because I bet that’s how you can describe many of the conversations Perkins Coie has with its deep state clients.
Keep in mind that Marc Elias is at the heart of the 2020 election theft as well:
I highlighted all of these individuals due to their foreign origins. You’ll see my reasoning for doing so later on. Now one more person to draw more significant attention to – Rodney Joffe.
Joffe was offered the “top cybersecurity job” should Hillary Clinton win. He had a vested interest in doing whatever he could to make sure Hillary won the election. He set out to find evidence of Russian collusion, and when he couldn’t find any, he fabricated it, going so far as to spy on Trump while he was a sitting President. This is what we call bribery and when I say “we”, I’m referring to myself and 18 U.S. Code § 201 – Bribery of public officials and witnesses:
Joffe fits this definition because he was working for Neustar which had a contract with the Executive Office of the President:
The EOP is part of the Executive Branch of our Government:
Keep that Bribery in mind as we move forward.
Now let’s look at the final few pieces of Trump’s lawsuit for the appropriate context we’ll need for the rest of the article. This is where the lawsuit lays out all the counts against the defendants. I’m going to be focusing on the “Count 1 – RICO” and “Count 2 – RICO Conspiracy”.
Here is the text from 18 U.S.C. § 1961(4):
Very important to note that Trump’s lawsuit tells us that the Enterprise “remains ongoing and continuing to the present day.” You’ll understand the significance of that statement by the end of the article.
This is where things get rather interesting.
RICO and Transnational Criminal Organizations
The FBI has an entire section on their website dedicated to “Transnational Organized Crime” and it provides us with some great background information:
Reminder that Title 18 USC, Section 1961(4) was referenced in Trump’s lawsuit in the very first section of “Count 1 – RICO”:
First of all, remember how I told you the Joffe situation fit the definition of bribery? Well the first crime listed above is just that – bribery. Also, a reminder that Title 18 USC, Section 1961(1) was referenced in Trump’s lawsuit in section 278 under “Predicate Acts” within “Count 1 – RICO”:
Let’s connect the dots here to make sure you understand the significance of what I’m showing you here.
• Trump’s lawsuit lists individuals and entities with foreign origins.
• Trump’s lawsuit lists multiple crimes from of our United States code that are also used by the FBI when they classify the conduct of Transnational Organized Crime groups (also referred to as Transnational Criminal Organizations).
• The FBI describes TCOs as groups that “seek to obtain power, influence and monetary gains, protect their activities through corruption, have an organizational structure exploiting national boundaries, are a threat to democratic institutions”.
The Enterprise described in Trumps lawsuit is a Transnational Criminal Organization based on the definitions provided by our own Federal Bureau of Investigations.
So as we move forward throughout this article, when we think of transnational criminal organizations, think of the “deep state” and those listed in Trump’s lawsuit.
Would it surprise you if I told you that throughout his Presidency, Trump used his executive powers to combat Transnational Criminal Organizations? At this point, Trump’s foresight into countering the “deep state” should come as no surprise at all.
Let’s first look at the first Executive Order fighting transnational criminal organizations that was put in place by Barack Obama.
The Executive Actions
Executive Order 13581
On July 24, 2011, Barack Obama issued EO 13581:
The language in this EO is almost identical to some of the key EO’s we’ve already seen throughout the Devolution Series (13848, 13818). It accomplishes the same sanctions and everything. Here is the key part you’ll need to see for now:
This Executive Order is important because it is the basis for many of the interesting moves Trump made in office relating to transnational criminal organizations. Now we can look at the actual moves Trump made.
On February 9th, 2017, President Trump issued Executive order 13773:
Take note of the FBI’s definition of “Intellectual Property”:
Remember what Trump’s lawsuit said regarding theft of trade secrets:
Trump’s Executive Order 13773 appears to call out the Russian Collusion Hoaxers directly. Now I won’t be going through the remainder of this executive order, but Executive Order 13773 outlines the Trump strategy for dismantling Transnational Criminal Organizations. The part to keep in mind is the working group the Executive Order established and who co-chaired it:
The list goes to the letter “J” but you should get the idea. This was Trump’s first action at combatting Transnational Organized Crime. His next action was one of the most interesting things I’ve ever seen while digging through the Federal Register. I’ve looked at every single one of Trump’s Executive actions multiple times and I have never seen this before.
Barack Obama’s EO 13581 declared a national emergency with respect to transnational criminal organizations. This means that for the Executive Order to remain in effect, the national emergency must be continued on an annual basis. On July 19, 2017, Donald Trump issued his first continuation of that National Emergency.
This is where that unusual thing happens. The very next day, on July 20, 2017, Donald Trump withdrew that first continuation and issued a new one.
Both continuations are 3 paragraphs long and have the exact same 1st and 3rd paragraphs.

Now for Paragraph 2. Note that I crossed out the one sentence that was exactly the same in both versions so you can see what was changed.
What stood out to me from the July 20th version was that it made a point to draw attention to the fact that transnational criminal organizations “threaten the stability of international political and economic systems” and that they are “entrenched in the operations of foreign governments and the international financial system, thereby weakening democratic institutions”. The Trump administration, in referring this way to the “international financial system” as being infested with transnational criminal operatives, is quietly designating the central bankers as transnational criminals.
This is a direct shot at the political establishment we refer to as the deep state. This change made by Trump perfectly describes the operations of the global elite and their attempts to create their New World Order.
Keep in mind, that both the July 19th and July 20th versions accomplished the same thing – they both resulted in the continuation of EO 13581. His withdrawal of the July 19th version and reissuance with the July 20th version had zero effect on the executive order or what it did. All this did was change the verbiage used in one paragraph.
The change wasn’t necessary!
So why did he do it? I believe he was calling out the deep state. He was pointing his finger directly at the enemy and basically telling them that he is not only watching them, but he has them by the balls. He knew what they did with the Russian Collusion Hoax. He knew they were running a color revolution against him. He was describing them here in this continuation as a transnational criminal organization and you will see why that matters as we continue.
Trump went on to issue a continuation of Executive Order 13581 for each year of the remainder of his term using the same language from his July 20th, 2017 change. Joe Biden went on to issue a continuation of it as well on 07/09/2021. The Executive Order remains in effect to this day.

TCOs and National Security
In December of 2017, Donald Trump released his National Security Strategy. We have already discussed this strategy in the Devolution Series as it relates to China, bio-threats, and a new era of hostility in the realm of low-intensity conflict, but is there anything in this strategy relating to transnational criminal organizations?
Of course there is!
Transnational criminal organizations are referenced under “Pillar 1: Protect the American People, the Homeland, and the American Way of Life”.
The fact the NSS uses the phrase “open society” immediately makes me think of George Soros. Trump doesn’t use “open society” in any other documents I can think of. Was this a hint at Soros and his operations being TCOs?
The NSS outlines the threat TCOs pose to democratic institutions and how they are motivated by profit, power, and political influence. Once again, Trump was calling out the deep state. The last highlighted section regarding “unattributable cyber intrusions, sabotage, theft and political subversion” make me think of election theft.
In January of 2018, one month after Trump released his National Security Strategy, the Department of Defense issued a new National Defense Strategy.
That actual National Defense Strategy is classified but an unclassified summary was released also made mention of transnational criminal organizations.
This may seem obvious to those who believe Trump implemented devolution, but the fact that the NDS discusses TCOs means our military was also directly aware of the threat that the deep state TCO posed to our sovereignty.
Let’s do a quick recap before moving on.
• On March 24th, 2022, Donald Trump filed a lawsuit over the Russian Collusion Hoax and alleges RICO and RICO conspiracy.
• Based on our United States Code and what Trump is alleging in his lawsuit, the “enterprise” fits the FBI’s definition of a transnational criminal organization. It also fits the definition of a transnational criminal organization based on Executive Orders 13581 and 13773
• Obama’s July 24th, 2011, Executive Order 13581 declares a national emergency with respect to transnational criminal organizations and lists out sanctions of assets using the same language we find in some of Trump’s Executive Orders (13848, 13818).
• On February 9th, 2017, President Trump issued Executive order 13773 which called for enforcing federal law with respect to transnational criminal organizations and created the Threat Mitigation Working Group (TMWG), co-chaired by “the Secretary of State, the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, or their designees”. The TMWG was to lead our nation’s efforts to “identify, interdict, investigate, prosecute, and dismantle transnational criminal organizations and subsidiary organizations within and beyond the United States”.
• Trump issued a continuation of Obama’s Executive Order 13581 every year of his presidency, including the unprecedented withdrawal and reissuance after changing the language to call out the deep state and specifically the “international financial system.”
• Transnational criminal organizations are considered a national security threat and were mentioned in the Trump administration’s National Security Strategy and the Department of Defense’s National Defense Strategy.
All the above tells me that Trump was once again making moves to fight against the deep state and he was setting the table for something bigger to come later on.
Let’s continue.
Taking Additional Steps
The next significant move Trump made came on March 15th, of 2019 through the issuance of Executive Order 13863. To understand the significance of what this Executive Order did, we need to consider its timing. On March 24th, 2019, it was announced that the Mueller investigation had concluded and found no evidence of collusion.
Now let’s look at Trump’s Executive Order 13863, issued just 9 days prior:
So this Executive Order is amending subsection (e) of Obama’s Executive Order 13581. Remember that Executive Order 13581 declares a national emergency relating to transnational criminal organizations and is the executive order of which Trump issued that unprecedented continuation withdrawal and reissuance. Here is side by side showing the amendment:
Trump’s Executive order made one “small” change by widening the jurisdiction relating to transnational criminal organizations. Instead of only encompassing two foreign states, it now also covered situations involving only one foreign state and the United States and it came 9 days prior to the Mueller investigation concluding after finding no evidence of collusion.
That cannot be a coincidence.
Now that Trump has filed his lawsuit with multiple counts relating to a RICO enterprise and therefore transnational criminal organizations, the timing and impact of this Executive Order amendment can be examined in a new light. Did Trump set the table for all those involved in the Russian Collusion Hoax to be wrapped up into Executive Order 13581?
Let’s look one more time at what Executive Order 13581 does (reminder this language is nearly identical to Executive Orders 13848 and 13818):
So how does all of this fit into Devolution?
We know Trump’s National Security Strategy and the DoD’s National Defense Strategy mention transnational criminal organizations, but how much deeper does it go regarding our military? We know the military plays a major role in devolution, so do they play a major role with TCOs as well?
The Military
The Framework
In May of 2019, just two months after Trump’s Executive Order 13863, the Department of Defense released their “Framework to Counter Drug Trafficking and Other Illicit Threat Networks”. This marked the DoD’s involvement in fighting TCOs on a much broader level.
Let’s examine this in closer detail, starting with the introduction letter and the first few parts of the framework itself.
So on August 3rd, 2018, the Secretary of Defense became a co-chair of the TMWG, the group established by Trump’s Executive Order 13773. This is our military getting involved in the battle against transnational criminal organizations in a much more direct manner.
Here is the footnote I highlighted in Red above:

I think it is also worth sharing that the very last bullet point of the entire framework document expands upon the above footnote:
Let’s continue with the Framework document.
That last line I think is important. It coincides with a phrase I keep hearing from many in our movement – “The military is the only way”.
Just note that this framework mentioned that TCOs “undermine sovereign governments” and “fuel insurgencies”. That is what color revolutions are, which we have already heavily discussed throughout this series.
Here is how the DOD would implement the framework:
This brings us to one of the more interesting parts of the framework:
So, at the direction of the Undersecretary of Defense for Policy, the Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict has the authority, direction, and control over the individual in charge for “policy and oversight of the planning, programming, budgeting, and execution as it pertains to counter transnational organized crime.”
This means that the two individuals with the most direct authority of implementation of the DoD involvement in combatting transnational organized crime, are the USD(P) and the ASD (SO/LIC).
Why are those positions familiar? Let’s look at what I wrote in Devolution – Part 3:
I’m sure it’s just another coincidence that two of the major roles in the devolution operation are also two of the most important roles for the implementation of the DoD involvement in combatting transnational organized crime and therefore combatting the deep state.
Closing
Let’s go back to the question I posed towards the beginning of this article. What purpose does this lawsuit serve?
President Trump’s executive actions broadened the definition of transnational criminal organizations, while widening the scope and authorities available to our federal agencies and military to combat them.
We already know Durham is on the case going after the Russia Collusion Hoaxers. We don’t specifically know what the scope of his entire investigation is, but it likely wouldn’t take down the entirety of the deep state. It would likely only encompass those directly involved, like the ones Trump listed in his lawsuit. However, what Trump’s lawsuit does, is show us that this group of individuals and entities are part of a Transnational Criminal Organization.
The fact that his lawsuit clearly outlines a TCO, coupled with all of the moves made to combat TCOs throughout his Presidency, tells me Trump has a solution to take down the deep state regardless of Durham’s scope. Durham is just the beginning.
As we have seen with his covid response, his pre-election theft response, his post-election theft response, and the entirety of his implementation of Devolution, Trump thought of everything. He put the pieces in place to dismantle the global cabal that seeks to destroy America and rule the world.
It’s not a matter of if this will happen.
It’s a matter of when.

In what seemed more matter of fact than a joke, Russian President Vladimir Putin on Tuesday broke a weeklong silence, telling Donald J. Trump that he would happily help drain the swamp in Washington D.C. once he had purged Ukraine of corruption, said a Mar-a-Lago source speaking under promise of anonymity.
“If you need my help, just say so. I’ll show you how we drain swamp in Russia—quick and efficient,” Putin said. “I can help you drain Washington swamp.”

Putin’s wisecrack comes a week after he told Trump he was going dark and silent until his special military operation in Ukraine was won. He went on to say that although he had no desire to break radio silence, Joseph R. Biden’s outcry for U.S.-sponsored Russian regime change prompted him to call the man he considers the legitimate president of the United States: Donald J. Trump.
The normally incomprehensible Biden was crystal clear when he said: “This man [Putin] cannot remain in power.”
Advocating for foreign regime change is tantamount to a declaration of war, but fortunately for the West, Putin’s sense of humor overshadowed his animus of the criminal Biden regime. Speaking to Trump, Putin called Biden a directionless marionette whose strings were pulled in so many directions that he didn’t know left from right, or up from down.
“This man, Joe Biden, amuses me. How can one man with so little power pretend to have so much, and make people believe him. Problem is people do believe him; believe he is a real president. Boris Johnson, Emmanuel Macron, and Scott Morison—they listen to Joseph Biden,” Putin purportedly told Trump.
“They’re all Deep State,” Trump replied.
“Deep State, dead state. You know how I’d deal with the traitor? I take a few friends to Delaware where the coward hides. Problem solved,” Putin said.
“What you’ve accomplished is tremendous, but the atmosphere here requires more discretion. I can’t discuss plans, but something tremendous will happen soon,” Trump said.
As he had in the past, Putin said the West’s propagandistic lies had no impact on the success of his special military operation to rid Ukraine of Bioweapon labs and pedophiles. Stories about demoralized Russian soldiers disobeying orders, sabotaging their own equipment, and accidentally shooting down their own aircraft were “CIA fantasies.” Moreover, he said Western intelligence agencies had publicly misrepresented his recent decision to withdraw troops from Kyiv and deploy them to eastern Ukraine.
“President Trump, these filths tell more lies. We had overwhelming victory in Kyiv. We killed the pedophiles or made them flee, and now turn our attention to their more isolated hives in other parts of Ukraine,” Putin said.
Also, he denied Western allegations that his generals either were killed in action or planning a mutiny.
“Our military is strong, focused, and resolute. Eastern Europe will no longer be a base of operations for Western evils. You know what I say is true, President Trump. We have freed 25,000 children in Ukraine from pedophiles.”

Among those who do understand President Putin and the “decision-making mechanism” of the Ministry of Defense (MoD), this report continues, is top Ukrainian presidential advisor Alexey Arestovich, who in lashing out at the leftist Western media propagandists claiming that Ukraine is winning this conflict angrily stated: “If you think that we do not suffer losses, then you are deeply mistaken…They have practically destroyed our military industry and in many ways are finishing it off…And in many ways they are finishing off the civilian one, deliberately destroying it”—a statement of truth followed by Ukrainian President Volodymyr Zelenskyy revealing during an overnight speech that he has demoted two of his own generals, describing them as “traitors”, with him stating: “Today another decision was made…Regarding antiheroes…Now I do not have time to deal with all the traitors…But gradually they will all be punished…That is why the ex-chief of the Main Department of Internal Security of the Security Service of Ukraine Naumov Andriy Olehovych and the former head of the Office of the Security Service of Ukraine in the Kherson region Kryvoruchko Serhiy Oleksandrovych are no longer generals”.
As to why President Zelenskyy fired these two traitorous generals, this report concludes, was due to them ordering a secret helicopter attack on an oil facility in the Belgorod Region of Russia—an attack immediately followed by German journalist Julian Röpcke posting the message: “The Ukrainian General Staff tells my colleague @fpiatov, it does “not have this information” that Ukrainian forces attacked an oil depot in Belgorod oblast, hinting that the attack could have been a Russian false flag operation to justify further brutal attacks on Ukraine”—was an attack on Russian territory President Zelenskyy already knows would result in the complete leveling of his capitol city Kiev, which is why he forbade such attacks—most interesting to note is that following this attack, the Wall Street Journal became the only Western media outlet in its reporting to truthfully reveal to the embarrassment of the Biden Regime and NATO: “Ukraine flew two Mi-8 transport helicopters on a mission to evacuate members of the Azov battalion…Using captured, shoulder-fired, U.S.-made Stinger antiaircraft weapons, members of the Donetsk People’s Republic downed one of the helicopters…The second aircraft also absorbed a missile strike and crashed a dozen miles from the coast”—and among whose other recently issued MoD urgent war bulletins include:
“Over the course of the past day, operational and tactical aircraft struck 52 of Ukraine’s military facilities, including three command posts, three multiple launch rocket systems, a Buk-M1 surface-to-air missile system, a fire control/illumination and guidance radar of the S-300 anti-aircraft missile system, as well as 10 areas of combat equipment concentration, and 16 strongholds belonging to the Armed Forces of Ukraine”.
“Russian troops seized combat, fully operational T-64 tanks that were abandoned by the Ukrainian armed forces in the outskirts of Chernigov and are now being examined by Russian military specialists…As compared to baseline combat vehicles, these tanks are outfitted with night vision thermal imagers and observation instruments as well as with NATO-standard communications and navigation devices”.
“Ukraine today informed the International Atomic Energy Agency (IAEA) that the Russian forces that have been in control of Chornobyl Nuclear Power Plant (NPP) since 24 February had, in writing, transferred control of the NPP to Ukrainian personnel and moved two convoys of troops towards Belarus”.
“The Investigative Committee of Russia charged former Ukrainian Defense Minister Valery Geletey, former General Staff head Viktor Muzhenko and 20 other Ukrainian military officials with genocide in absentia”.
“Russia’s Investigative Committee has opened almost 600 criminal cases over the developments in Ukraine that have unfolded since 2014…In all, so far, 590 criminal cases have been opened over the developments in Ukraine…During the entire period of the investigation, over 169,000 people have been questioned, over 42,000 were recognized as victims and among them were more than 7,400 minors”.
